The campground at Pacific Beach is very very open, but RIGHT by the beach and you can see the ocean from these campsites. But these are clearly mostly set up for RVs.

This shot is to the left of the campers, you can see the dunes here are a tiny bit bigger, but even still they are only like 25 feet wide and 200 feet long, not really big enough for capture the flag.
